Well there isn't much info in your post to go on, but the 2 biggest factors are choice of drivers and environment (such as placement and RF noise).

For you thats a nice latency? gyazo.com/05cb447925720ea58d969c0be8345885 I only have 2 bars with the controller next to the bluetooth and that latency. Wired i have about 4ms

If this www.newegg.com/Product/Product.aspx?Item=N82E16833129129 is the adapter you have, it does not meet minimum requirements. DS4 requires BT 2.1+EDR or better.
