I want to toggle a macro on and off.

Is there a way to make a macro that holds a key or button down indefinitely until I press the button again?

More specifically, I want to assign a key to one of the face buttons on the controller, when I press and release the button, the key will be held down until I press and release the same button again.

IM 1.6 and newer has a "toggle" feature during binding, this is what you are looking for.

Is that in the macro builder? How where do I find it?

I have 1.6.10 installed, but I don't have a "toggle" option in the macro builder anywhere. Is it called something different?

Here's some screenshots of the macro builder window I have:
